Topgolf and Rockside Woods Boulevard North Projects Underway
The following is some important information about the Topgolf entertainment facility and the City’s infrastructure investments in this area – the extension of Rockside Woods Boulevard North to Brecksville Road and the new expanded intersection at Brecksville Road.
What is Topgolf? Topgolf is an entertainment facility where guests can enjoy point-scoring golf games using microchipped balls that instantly score themselves, showing players the accuracy and distance of their shots on a TV screen in their hitting bay. The venues also feature an outstanding chef-driven menu, big screen TVs and music in climate-controlled hitting bays for all-seasons comfort. Year-round programming includes events for kids and families, social leagues, golf tournaments, golf instruction and more.
What are Topgolf’s benefits? Beyond its value as a regional amenity and a catalyst for further development in this part of Rockside, the facility will have a great economic impact for the City, including the following revenue:
- Income Tax – Guarantee of $5 million payroll or $100,000 annually for 10 years
- Amusement Tax – Estimated at $240,000 annually
- Tax Increment Financing (TIF) – Estimated at $110,000 annually for 30 years
ESTIMATED TOTAL ANNUAL REVENUE = $450,000
Topgolf will also make the adjacent 3 acre parcel zoned for a hotel and the 12 acre (6-8 acres developable) property across from the Embassy Suites more attractive for development, yielding additional TIF, income and bed tax for the City.
Why extend Rockside Woods Blvd N and complete the other infrastructure investments? Extending Rockside Woods Blvd N to connect with Brecksville Road was planned when the AAA Building on Brecksville Road was constructed in the mid-1990s and identified as a priority in Area Plans adopted in 2004 and 2015. Both the roadway extension and intersection projects have been included in the City’s Capital Improvement Plan for several years; however, the Topgolf project required advancing these project more quickly and, most importantly, provided a funding mechanism through Tax Increment Financing (TIF) to cover a portion of the project cost.
Upon completion, Rockside Woods Blvd N and the Brecksville Road intersection will fill an important gap in the Rockside Road transportation network; providing commuters with another means of accessing the Rockside Road Business District, while offering some measure of relief at the I77/Rockside Road Interchange. Both of these factors are key determinants for ODOT as they consider permitting additional City driven initiatives to improve mobility on Rockside Road and improve traffic capacity at the I77/Rockside Road Interchange.
What is the cost to the City? Fabrizi Trucking was recently awarded a $9.5 million contract to construct the Rockside Woods Boulevard North extension and Brecksville Road intersection expansion projects. The contract will be funded through bond financing with a 20-year repayment period. The City Administration and Council plan to dedicate revenue from Topgolf and the Vista Springs project to repay a large portion of the project debt. Current estimates project that total revenues from these two projects (Topgolf and Vista Springs) will conservatively yield $10 million over 20 years.
